MIAMI, FL-Foley & Lardner LLP today announced that Manuel Rocha, former U.S. Ambassador to Bolivia, has returned to the Miami office of the firm as a senior international advisor in its Government Solutions Practice Group.

Ambassador Rocha, who was previously a Foley special advisor on international commerce from 2009 to 2012 will help clients with immigration issues and international business opportunities.

Ambassador Rocha is a recognized authority on Latin America. His distinguished career spans over 25 years with the U.S. Foreign Service. He has held many positions at the U.S. Department of State, Washington, D.C., as well as in Bolivia, Mexico, Argentina, Cuba, and other countries. From 1994 to 1995, he was the director of inter-American affairs at the U.S. National Security Council. He also held other positions in the Dominican Republic and Honduras.

After his retirement from U.S. Foreign Service, Ambassador Rocha moved to the private sector. He was most recently the senior vice president for global corporate affairs at Xcoal Energy & Resources. This is a global supplier of U.S.-origin metallurgical coals. Prior to that, he was a senior Vice President at Barrick Gold Corporation, a miner that produces copper and gold in 18 countries. Ambassador Rocha has extensive knowledge of the hospitality and leisure, family office, private equity, lobbying, strategic communications, and lobbying industries in Latin America, Europe and Asia.
